Does the Evian Mineral Water spray really help set makeup?

I heard all the buzz that it refreshes, cools, and adds nutrients to skin. But I don’t understand how water is able to set makeup.
Thank you for your inputs, but I’ve heard all the raves, rants, and disclaimers. Everyone contradicts with each other, so it would be great if I had some sources to lean towards.

      It doesn’t. It also doesn’t add any nutrients to your skin.
